文章从五个方面科学归纳了十八大关于就业是民生之本重要论断的理论创新;对就业是民生之本这一论断在新疆的实践中运用现实情况进行了系统分析;根据新疆就业严峻局面提出了新疆深度实施高质量就业方略的新思路和三个方面的对策措施。

This paper,from 5 aspects,sums up the theoretical innovation that employment is the base of people＇ s livelihood in the 18th CPC National Congress, makes a systematic analysis of the application of the thesis that employment is people＇ s livelihood, and raises a new thinking for Xinjiang to implement highqualified employment strategies in depth and countermeasures as well around 3 aspects.
