有钱没文化,这是富裕地区的悲哀。这种物质与精神的脱钩与断裂,即"义"与"利"的对立,势必造成精神文明的滑坡,进而影响乃至破坏物质文明的建设。经济学家常算"成本——收益"帐,但富裕起来的府谷等地必须清楚:"文化建设"就是"成本"的无形资产投入,在经济建设中,只搞有形资产投入,而忽视或放弃无形资产投入,即使搞上去的经济,也会垮掉。因此,加强长期文化和短期文化建设,应列为富裕地区工作的重中之重。

It is sad to see a lack of culture in some rich areas.Decoupling and fracture of the material and the spiritu-al,i.e.,the contradiction between“righteousness”and“profit”,is bound to cause the decline in spiritual civilization,and then affect or undermine the construction of material civilization.Economists are often concerned with“cost”and “bene-fit”,but rich areas like Fugu should be aware that culture construction is the intangible assets investment of the “cost”and that in economic construction,if we only engage in tangible assets investment,but ignore or abandon the intangible assets investment,we may succeed in economic development,but we will fail in the long run.Therefore,it is the top pri-ority for rich areas to strengthen the long-term and short-term culture construction.
