在社会管理体制改革的大背景下,治理理论的价值性、多元化、网络化等特点对我国各级政府咨询组织的培育和发展有借鉴作用。政府对政府咨询制度的执行往往取决于政府决策者选择的偶然,这有违制度设计的初衷。因而我国可在治理理论指导下,通过规范制度、发挥非政府组织及个人的治理作用、扩大意见渠道等途径,完善我国的专家咨询制度。

In the setting of the reform of the social management system,characteristics such as value,diversification and network of the theory of governance can be a reference in the process of fostering advisory bodies of all levels of the government.Government＇s implementation of advisory system frequently depends on the chance choice made by decision-makers,which is contrary to the original intention of the system designers.Therefore,it is advisable to perfect specialist advisory system in China by means of standardizing the system,encouraging the non-governmental organization and individuals,and broadening the channels of supervision,etc.
