孝感城市内涝防治的探讨

Discussion on Prevention and Treatment of Xiaogan Urban Waterlogging

城市内涝频发,不仅对城市居民的生命财产安全造成威胁,也严重影响到城市经济的正常发展。为防止孝感城市内涝灾害发生,在城市建设中,应保护城市天然水体,形成蓄排结合的防治体系;减少地面硬化,提高地面渗透率;加大投入,重视排水管网的改造与建设;制定城市防涝相关法律,以立法规定排涝设施规划建设标准;加强城市规划编制研究,切实做到未雨绸缪。

Frequent occurrences of urban waterlogging not only threaten the safety of urban residents and their property, but also seriously affect the normal development of urban economy. In order to prevent Xiaogan urban wa- terlogging, we should protect the natural water in the city, build prevention and treatment system combined with water storage and drainage; reduce the harm caused by hardened ground and increase its penetration rate; increase input and pay attention to the transformation and construction of drainage pipelines; lay down relevant laws of urban waterlogging to stipulate standards of drainage facility planning and construction ; strengthen research of urban plan- ning formulation and take precautions.
