摘要
从TBT环境倒逼制度进行分析,利用向量自回归模型、脉冲响应函数以及2000—2011年数据得出我国农药使用量与外国农业技术壁垒间存在负向关系。同时运用Antweiler和Copeland创建的模型对1988—1999年以及2000-2011年数据进行比较分析得出TBT倒逼制度对我国农业环境产生正面效应,有效地减少了出口农产品的农药使用情况。
Analyzing the environmental TBT forced system by applying the vector autoregression (VAR) model, the im- pulse response function (IRF) , and the data from 2000 to 2011, the negative correlation between the amount of pesti- cides used in China and the foreign agricultural TBT can be concluded. Additionally, analyzing the results from applying the Werner Antweiler and Brian Copeland model on the data from 1988 to 1999 and the data from 2000 to 2011, it can be concluded that TBT forced system effectively reduced the pesticides used on exporting produce. While the environ- mental pollution continued to become more serious, if the government implements effective forced systems moderately, the environment pollution will be alleviated, the agricultural structure will be improved, and the amount of produce ex- port will be increased.
