According to the theory of human capital, higher education can be regarded as a kind of ＂capital goods＂ which can improve personal income in the future. To avoid investment risks, and maintain social stability and economic development, individual investors, colleges and universities, and government should take active measures to reduce the probability of risk occurrences.
