俄罗斯东部地区科技发展现状

俄罗斯东部地区包括西伯利亚联邦区和远东联邦区,不仅自然资源丰富,而且科技潜力巨大。基于阐述俄罗斯东部地区科技发展现状,并对东部地区科技发展过程中存在的制约因素进行初步分析,在此基础上围绕怎样促进俄罗斯东部地区科技进一步发展提出了引导资本流向,建立资金投入体系;培养高素质人才,提高科研人员待遇;优化科技体制,加快科技成果转化;扶持中小企业发展,增强企业创新动力等对策建议。

The eastern region of Russia, including Siberia and the Far East federal district, not only is affluent in national resources, but also has great potential in science and technology. In this thesis, we elaborate the present situations on the development of science and technology firstly. We also analyze that what restrict the development of science and technology. On this basis, we put forward four main suggestions in order to promote the development of science and technology： firstly, lead the direction of funds, establish the fund -investing system; secondly, cultivate high -quality people, provide better treatment for researchers ; thirdly, optimize the science and technology system, and accelerate the transformation of scientific and technological achievements ; fourthly, support the development of medium - sized and small enterprises, and strengthen enterprises＇ motivation of innovation.
