摘要
进入21世纪之后,全球治理思潮与运动的兴起为印度争取成为安理会常任理事国提供了新的理由。印度的全球治理观和参与全球治理的行为所具有的特色在印度争取成为联合国安理会常任理事国的活动中显露无遗。这也成为印度争取成为安理会常任理事国至今未能成功的原因之一。印度自身具有"入常"的许多有利条件。印度在"争常"过程中不仅需要提高其综合国力,而且需要提高其全社会对全球治理的认知。
The rise of global governance thinking and practice into the 21st century tends to justify India's effort to seek a per- manent seat in the UN Security Council.India's understanding and practice of global governance is obviously reflected on its bid for permanent membership of the UNSC.This is also one of major reasons for India to fail to obtain this status so far.While enjoying some advantages to be a powerful candidate, India has to further promote its overall national strength and deepen the recognitioin of global governance as well in making the political dream come ture.
