Oil spill risk analysis and risk assessment for oil offloading of FPSO

通过对FPSO原油外输溢油风险进行分析讨论,初步确定了外输作业中溢油风险的关键因素,建立了原油外输作业溢油风险指标体系,并利用模糊综合评价方法对FPSO原油外输作业溢油风险等级进行评价。算例评价结果表明,该评价方法可及时判断外输作业中的最弱失效环节,并能及时预测溢油风险等级,从而有效降低FPSO原油外输作业溢油事故风险。

By the oil spill risk analysis for oil offload ing o~ FPSO, the risk elements of oilspill in the process are determined, and the risk factor system of oil spill is established in the paper. A fuzzy compre hensive assessment model is used to evaluate spill risk levels. A test example was described to show in more detail how the model can be used for an actual case. By using the oilspill risk assessment model, it is ease to suggest the factor which is most likely to lead to spill and determine the total oil spill risk level in the off loading operation, so that to reduce the oil spill risk for offloading of FPSO in an effective way.
