地市级气象预报员综合评价指标体系研究

Study on the Comprehensive Evaluation Index System of the Local Forecaster

在对地市级气象预报员的知识结构、品德、能力、业务素质和业绩等综合调研分析的基础上,运用统计学和管理学理论,采取统筹分类、量化定级等方法,系统地设计出一套预报员综合评价指标、评价方法和评价模型。评价指标由定性指标和定量指标组成,共分3个级别,含3项一级指标和20项二级指标。

Based on the analysis of comprehensive investigation to the knowledge structure, character, ability, professional quality and per- formance of the local forecaster, a set of comprehensive evaluation index, evaluation method and evaluation model of the forecaster were sys- tematically designed by using the theory of statistics and management science. The evaluation indexes were composed of quantitative and quali- tative indexes, divided into three levels, including 3 primary indexes and 20 secondary indexes.
