中澳油气合作发展对策研究

Study on Developing Strategies of Sino-Australia Oil-gas Cooperation

我国油气进口依存度逐年上升,客观要求加大"走出去"步伐,加强油气合作,增强国家能源供应的保障能力。澳大利亚油气资源丰富、政治稳定。本文梳理了中澳近5年来油气合作的主要成就,从澳大利亚油气特殊的属性、L N G项目成本、政府监管力度、地区地缘政治经济的影响以及中国油气企业的特殊性多个方面,分析了中澳油气合作的制约因素,从政府角度提出了加强政府间协调互动关系和拓展合作领域的发展对策,从油气企业角度提出了长期规划、项目评价、风险识别和探索最佳实践指导等发展对策。

Domestic oil and gas dependence on imports has increased year by year, it is objectively required to increase the ＂going out＂ pace, improve oil and gas cooperation, promote resource reserves, and enhance the nation＇s energy supply security capabilities. Australia is rich in oil and gas resources and has a relatively stable political environment. This article sorts out the main achievements of oil-gas cooperation with Australia in the past five years, and analyzes the restrictive factors of Sino-Australia oil-gas cooperation from the perspective of Australian oil-gas special attributes, the rising price of LNG and the particularity of Chinese oil company respectively. At last, from the government＇s view it proposes some development strategies to enhance oil-gas cooperation in the way of strengthening the interaction between intergovernmental coordination, expanding the business scope, and from the perspectiye of oil and gas companies, in the way of long-term planning, risks identifying, project evaluation and exploration of ＂best practice guidance＂.
