历史街区保护改造项目的效用评价——以潮州市牌坊街历史街区保护改造方案为例

Evaluation of Utility for Historical Area Conservation and Renovation: Taking Chaozhou City Historic Torii Street Conservation and Renovation for Example

历史街区保护改造常常以经济效益为最终目标对方案进行筛选,从而造成在环境和社会方面难以达到理想的效果,所以对方案进行综合效用评价具有重要意义。该文介绍了历史街区的概念及特征;分析了历史街区保护改造的经济效益、环境效益和社会效益;阐述了效益与效用的关系和效用在历史街区保护改造中的适用性;建立了基于效用理论和多属性群决策的历史街区保护改造综合效用评价指标体系和评价模型,并在潮州市牌坊街历史街区保护改造方案比选中进行了应用,为今后历史街区保护改造方案的比选提供了借鉴意义。

We always compare and select scheme of historical area conservation and renovation based on economic benefits. Thus environment and social benefit is not satisfying. Therefore scientific evaluation of conservation and renovation schemes has important significance. This paper has introduced the concept and features of historical area. Economic benefit, environmental benefit and social benefit of historical area conservation and renovation are analyzed. Relationship between benefit, utility has been pointed out. Suitability of utility theory used in historical area conservation and renovation has been studied. Evaluation index system and evaluation model of historical area conservation and renovation based on the utility theory and the multi-attribute group decision-making theory has been constructed. Finally application of utility evaluation model for Chaozhou City Historic Torii Street conservation and renovation has been made. The evaluation model will offer significance for the other scheme comparison and selection of historical area conservation and renovation.
