摘要
以应急资源动态配置与灾情变化相匹配为出发点,通过情景分析,描述了供求关系的9种情景,通过聚类分析与情景选择,将单应急点-多需求点配置模式、多应急点-多需求点配置模式与多应急点-单需求点配置模式作为资源动态一体化配置的核心内容,指出应根据灾情的变化选择适合的资源动态配置模式。
In this paper, through scenario analysis, we described the 9 types of supply-demand situation, through clustering analysis and scenario selection, we made the single emergency point/multiple demand points, multiple emergency points/ multiple demand points, and multiple emergency points/ single demand point as the core content of the integrated dynamic resource allotment and pointed out that we should select suitable mode in the dynamic allotment of emergency resources according to the variation of the disaster condition.
