摘要
世界上的反腐机构很多,但卓有成效的机构很少。本文对这一现象形成的根本原因进行了理论上的分析和阐释,并对反腐机构绩效制约因素与互动模式进行了具体分析。对于那些亟待加强廉政建设的国家和地区,绩效模式分析为其破解反腐机构存在的问题与产生的原因提供了理论分析框架,也为反腐机构的改革与发展提供了行动思路和政策参照。
Few anti--corruption agencies have made remarkable achievements worldwide although there are many of them. In this article, we'll try to analyze the fundamental reasons why the phenomenon exists and the crucial factors that con- tribute to the anti--corruption agency's performance as well as their interactive models. For the countries and areas confronted with an urgent task of combating corruption, the problems and their likely cause among the anti--corrup- tion agencies would be understood theoretically through the analysis framework. Moreover, the reform framework and policy instruments would be established to promote the transformation and development of the anti--corruption agen- cies.
