单一政策过程中公众网络参与的可持续性分析——聚焦结构性要素与决定性要素

An Analysis of the Sustainability of Citizen Participation via Internet in Single Process of Public Policy——Focusing on Structural Factors and Decisive Factors

网络参与是近年来公共管理领域的研究热点。现有文献中,从公众角度切入的研究忽略了对其可持续性的考察。由于公众网络参与存在于政策过程中的各个阶段,在某种程度上可以看做是公众与政府之间的博弈,因此,可持续性是反映其在博弈过程中影响力的重要内容,值得关注。政策过程中公众网络参与的可持续性由公众的敏感度、网络参与的持续时间和施加影响的作用强度三个要素构成。三个结构性要素分别由公众的注意力、意见结构和利益关联直接决定。随着政策过程的推进,三个决定性要素分别减弱,共同造成了公众网络参与在单一政策过程中难以持久。

Citizen participation via Internet is one of the research focuses in the field of public administration in recent years. Ex- isting literature doesn＇t involve the study of its sustainability which is the main determinant of its influence in the process of public policy. Therefore the sustainability of citizen participation is worth of studying specially. The sustain- ability of citizen participation via Internet consists of the sensitivity of the public, the duration of the activity and the intensity of the participation. Respectively, the three structural factors were determined by public attention, opinion structure and interest relevance. In general case, the three decisive factors are decreasing separately and cause a dilem- ma that citizen participation via Internet is unable to be sustained in single process of public policy.
