地方政府引入ISO9000质量管理体系的困境与思考

On Dilemma of ISO9000 Quality Management System in the Local Government

当前,ISO9000质量管理体系越来越多地应用于地方公共管理实践,并取得令人瞩目的成效。但是,作为一种从企业延伸过来的管理创新,也遭遇了观念障碍、制度兼容、可操作性、可持续性等管理困境。本文从技术与政治关系的视角分析了此种困境及其根源,包括管理目标与管理手段的错位、分离,技术理性的缺陷及其与公共理性的冲突,以及制度的兼容及其政治性因素的约束。要从准确认知、完善体制机制、优化质量目标体系和重塑组织文化等方面加强ISO9000质量管理体系建设。

At present, ISO9000 quality management system is increasingly applied into the local governance, and achieved re- markable results. However, as a kind of institution innovation grown up from enterprise and western countries, ISO9000 quality management system encounters a series of management dilemma of concept, system compatibility, operability and sustainability. This Paper has analyzed these dilemma and their origins from the perspective of relation- ship between technology and politics, including the dislocation of the management objectives and methods, the defects of technical reason and its conflict with public rational spirits, as well as incompatibility with original system under the impact of political factors. It put forwards that we can construct ISO9000 quality management system, from our accu- rate cognition, the improvement of mechanism, the optimization of quality target and organizational culture.
