国家自然科学基金项目申请政策制约着科研人员的项目申请行为。通过将国家自然科学基金委的申请政策与科研人员的基本属性进行关联,阐述了基金项目管控原理和申请量的可控性。根据历史申请记录,对已经实施的限龄、限域和限项政策的效果进行了统计分析,对2014年即将实施的限次政策的影响进行了预测分析。

The policies of NSFC-projects restrict researchers＇ application behavior. The paper associated these appli- cation policies with the basic properties of researchers and elaborated the principles of NSFC-projeets administra- tion and the controllable reason of applications. Based on historical records database, the paper systematically ana- lyzed the performances of the limited-age policy, the limited-region policy and the limited-quantity policy, more- over predicted the impact of the limited-times policy which will be implemented in 2014.
