微型国家与地区高等教育管治体系研究——基于澳门、香港、马耳他的比较

The study of Higher Education Governance System in Small States and Territories——Based on comparison of Macao, Hong Kong and Malta

香港、澳门回归后,国内对香港、澳门高等教育的研究呈增多之势。在世界体系中,澳门、香港属于典型的微型地区。当前,国内对微型国家与地区高等教育关注较少,且很少有研究者将香港与澳门纳入到微型国家与地区这一视角下进行审视。高等教育管治体系是维系高等教育有效运行的重要保障。通过对澳门、香港、马耳他三个微型国家与地区的比较分析,探析其高等教育管治体系是否具有相关独特性。最后籍借香港、马耳他的经验对完善澳门高等教育管治体系提出了些许思考。

After the return of Hong Kong and Macao, there are more and more domestic studies on Hong Kong and Macao＇s higher education. In the world system, Macao and Hong Kong are typical small territories. At present, there is little attention paid to Small States and Territories＇ higher education, and few researchers reviewed Hong Kong and Macao under the perspective of Small States and Territories. Higher education governance system is an important guarantee to maintain the effective operation of higher education. The purpose of this study is to explore whether Small States and Territories＇ higher education have correlated uniqueness in higher education governance system through the comparative analysis of Macao, Hong Kong and Malta. Finally, the study provides some thoughts to perfect the higher education governance system of Macao based on Hong Kong and Malta＇s experience.
