预防能力在突发事件应急管理能力体系中处于最前端。深入研究高校突发事件在校内外及虚拟空间可能存在的诱发因素,围绕高校管理者、教师和大学生等预防主体角色,从预测、预警和预控等不同环节实施预防能力建设,对提升高校突发事件预防能力,减少和有效处置突发事件,确保高校和社会的和谐稳定,具有重要意义。

Prevention ability stands in the forefront in the system of emergency management ability of unexpected events. Further study into inducing factors of university emergent events that may exist in the internal, external as well as virtual space and regard the administrators, teachers and college students as the preventive roles to construct emergency management ability from different links of forecasting, earlier warning and controlling is of great importance to upgrade the preventative abilities of university emergent events, decrease and effectively deal with the university emergent events to ensure the harmony and stabilization of the universities and society.
