摘要
长期以来,人们时常将场景式治理与运动式治理相混。其实,从各自的含义和特征来看,二者是存在显著区别的两个概念。而立足比较研究的视域则可发现,场景式治理与运动式治理既在属性、机制和导向等方面存在共性特征,又在治理的对象、治理的体制、治理的价值等方面存在个性差异。其中,场景式治理对于地方政府提升执行力、扭转工作作风、推进行为公开、形成激励机制均具有正向价值,但其亦存在过分依赖组织权威、治理空间有限、治理成本过高等实践困境。为了对场景式治理进行合理化改造,既需从制度建设角度完善其合理性框架,又需从民众参与角度增强其社会化色彩。
For a long time, people have confused scenario-based governance with campaign-based governance. In fact, judging from their different connotations and characteristics, the two concepts show significant differences. From the perspective of comparative studies, we can find that scenario-based governance and campaign-based governance share com- mon features in innate properties, mechanism and orientation, although different in objects, system, and values of govern- ance. Among them, the scenario-based governance has positive value for local governments to enhance executive power, re- verse style of work, and promote transparent behavior and form incentive mechanism. However, it also has some difficulties to tackle, including over-reliance on organizational authority, limited governance space, and higher costs of governance. In order to rationalize the scenario-based governance, it is necessary to improve its local rational framework from the angle of institutional building, and to enhance its social attribute by encouraging public participation.
