地方政府在社会管理中的权宜式治理行为分析

权宜式治理是目前我国地方政府在社会管理中表现出的行为取向,重策略而轻程序、重眼前而轻长远、重硬件而轻机制是其基本特征。地方政府的这种行为取向很大程度上源于我国特殊而不完善的制度体系。尽管从目前来说,地方政府的这种行为具有一定的合理性和客观性,但从长远来看,必须逐渐转变地方政府的这种行为方式,才能真正实现社会主义和谐社会。

At present, expedient governance is behavior orientation of China＇s local governments in social administra- tion, which prioritizes strategy, short-term interests, and hardware construction at the cost of procedure, long-term inter- ests, and institutional building. Such behavior orientation largely results from the particular and underdeveloped institution and system in China. Although at present the local governments have certain rationality and objectivity for such behavior, in the long run, they must gradually changet his behavior in order to truly achieve a harmonious socialist s^ietv_
