摘要
大学章程的合理性是形式合理性、实质合理性和实践合理性的有机统一。形式合理指章程的外在表述规范具体、逻辑结构清晰严谨、产生程序正当合适;价值合理指章程的价值诉求既要符合大学作为学术组织的内在精神属性,又要满足大学作为社会组织的多重利益需要;实践合理指章程的实施要有合理的目标分层与责任机制、民主咨询与决策机制及多元审议与评价机制。
Rationality of the university charter is organic unity of form rationality, es- sence rationality and practice rationality. Form rationality means the detail specification, clear and precise logic structure and legal developing procedure; value rationality means that its value pursuit should meet the internal mental attributes of the university as an academic organization, as well as the multiple interest needs as a social organization; practice rationali- ty means that reasonable objective stratification and responsibility mechanism, democratic consultation and decision mechanism, and multiple review and evaluation mechanism.
