Study on the University Tuition Policy during the Period of Late Qing Dynasty and Early Republic of China(1860-1937)

清末民初(1860-1937年)时期的大学学费政策经历了由膏火制到收费制,再发展为收费与奖、助、补、减、免互补的成熟体系的过程。总的来说,这一时期大学学费的政策目标旨在吸引优质生源,兼顾教育公平;政策内容针对不同群体,实行区别对待;尽管时政艰难,政策执行仍勉力为之。

It analyzed the university tuition policy during the period of Late Qing Dynasy and Early Republic of China（1860--1937 ）. It experienced the transition from Gaohuo sys- tem to the tuition system and till to the mature tuition system including student scholarship, student subsidies and deduction or exemption o~ tuition fee etc. Overall, the goal of the uni- versity tuition policy in this period aimed at attracting high-quality students, taking into con- sideration of education equality; the policy focused on different groups and differentiated them; however, the policy still managed to implement within the hard times.
