河北省农民工工资支付保障长效机制

A Study of the Lasting Mechanism onGuaranteeing Payment of Wages for Migrant Workers in Hebei

农民工作为劳动力市场的重要组成部分,为我国城市建设做出了重大贡献。近年来农民工总人数逐年上升,然而面对数量众多的农民工,河北省却还没有形成与之相应的保障机制。由于相关法律法规不完善,用工制度不规范等一系列原因,使得农民工工资拖欠问题一直存在,因此建立农民工工资支付保障长效机制十分迫切。介绍了河北省现行的农民工工资支付保障机制,分析了现行保障机制存在的问题,并为河北省长效机制的建设提出了建议。

Rural migrant workers,as an important part of the labor market,make a significant contribution to urban construction of our country.In recent years,the total number of rural migrant workers has been increasing year by year.However,Hebei Province still has no any corresponding safeguard mechanism in the face of so large number of migrant workers.As the relevant laws and regulations are incomplete,non-standard employment system and a series of other problems have caused rural migrant workers' wage arrears,which has been existing for long time,and resulting in adverse effects.Therefore,it is urgent to build a long-term mechanism on guaranteeing payment of wages for rural migrant workers.This paper first introduces the current mechanism in guaranteeing payment of wages for rural migrant workers in Hebei,then analyses the problems existing in the current safeguard mechanism,and finally proposes suggestions for the building of the long-term mechanism in Hebei.
