为了明确宝钢、鞍钢、武钢几十年间在安全管理模式建设中取得的成果,本文通过搜集三大钢铁企业发展过程中出现的主要安全管理模式,简述了各种模式出现的背景、涉及的主要内容和主要突出特点。从企业和社会两个角度分析了三大钢铁企业安全管理模式的相同点,并总结了共有的变化趋势。根据三大钢企安全管理模式出现的过程、历史地位、工作成效等内容,比较了宝钢、鞍钢、武钢安全管理模式的不同。最后,总结了三大钢企安全管理模式发展特点,指出优秀安全管理模式应具有的特点及国家在指导钢铁企业安全管理工作中的重要作用。

By collecting the major modes of safety management ofBaosteel Group Corporation,Anshan Iron and Steel Group Corporation,Wuhan Iron and Steel Group Corporation built in their process of development,the paper clears their accomplishments,and points out the background of each mode when they appeared.It lists the specific content and characteristics of modes.Moreover,some effective measures that help the modes to operate are also given.In order to compare the same features of these modes,the paper analyzes their characteristics in two areas: enterprise and society.Then,unlike the analysis of same features,different features of the modes of three iron and steel group corporations are analyzed from more aspects,such as the forming process,historical position,working performance and so on.Finally,it summarizes the development of three iron and steel group corporations,points out characteristics that outstanding modes of safety management should have.Meanwhile,it emphasizes the importance of national guidance in safety management of iron and steel enterprises.
