新疆产业结构调整中的要素产出效率分析

An Analysis of the Output Efficiency of Elements in Xinjiang's Industrial Structure Adjustment

文章分析了1978 2010年间新疆产业结构演化过程,发现虽然新疆产业结构处在不断优化过程中,但结构水平仍然很低,甚至不及全国的平均水平:利用C D生产函数估算了新疆总投入和三次产业投入的资本和劳动力产出弹性,进而分析了产业结构调整过程中的资本和劳动力要素边际产出效率的变化规律,随着新疆各期固定资本形成总额的逐年递增,除第三产业呈"倒U型"外,第一、第二产业的资本边际产出效率均不断下降,并逐渐趋于均衡,劳动力边际产出水平均持续上升。为了进一步优化新疆产业结构,仍需加大力度引导劳动力由第一产业向第三产业的合理流动,进一步挖掘资本边际产出效率较高的部门,从而提高整个新疆的资本和劳动力要素的产出效率和促进产业结构的升级。

This paper, analyzing the evolution of the industrial structure in Xinjiang in 1978-2010, finds that Xinjiang＇s industrial structure is in the continuous optimization process, but its level is still very low -- below the national average. Using the C-D production function to estimate the capital and labor output elasticity of Xinjiang＇s total investment and the investment in three industries, it analyze the variation of the elements of the marginal output efficiency for capital and labor in the process of industrial restructuring. With the total of fixed capital formation increasing every year, the marginal product of the capital efficiency of the first and secondary industries are declining on average in addition to the ＂inverted U＂ shape of the tertiary industry, and tend towards an equilibrium, and the marginal output of labor are rising. In order to further promote Xinjiang＇s economic growth, greater efforts must be made to guide a rational flow of the labor force from the first industry to the tertiary industry, and to tap the potential of the sectors having a higher marginal product of capital efficiency, in order to enhance the output efficiency of capital and labor elements and promote the upgrade of the industrial structure in Xinjiang.
