The History and the Current Situation of the Petroleum Cooperation between China and Central Asian Countries

中国与中亚国家间的油气合作尚未步入稳定、成熟阶段,与中亚国家的合作目前大致可以划分为起步、初步发展两个阶段,这其中既有我们自己的技术还不够先进与成熟、自身缺乏中长期规划等内在原因,也有合作领域法律一体化基本没有设想和雏形、甚至存在着歧视性做法等外在原因。合作虽然还存在着一些不确定的因素,但总体而言由于地缘政治的影响还会继续在合作范围、合作地域和合作时间等方面继续扩大与延续。

The oil and gas cooperation between China and Central Asian countries is still on the way to a steady mature stage. Such cooperation can roughly be divided into two phases： the staring and initial phases. This results from the fact that technologies in China are not advanced enough, China lacks a long-tern plan, the related legal integration is in the forming stage, and there exist discriminatory practices. Although there are indeterminate factors, generally the cooperation will expand and continue in its scope, region and time span due to geopolitical impacts.
