农发行基建项目异地委派监管制度实践与探讨

Discussion and Practice to the System of Designation to Another Place for Inspecting and Managing Infrastructure Construction by Agricultural Development Bank

农发行的营业办公用房,是农发行各机构对外营业和服务客户以及员工工作必备的物质设施。农发行总行为加强各分支机构基本建设项目的管理,对项目行实行"点对点"的异地派驻管理制度,以保证基建项目的"工程质量、工程进度、项目投资、建筑面积"目标的实现。本文对这一制度的实践和完善措施进行了一些尝试探讨。

The business office building of Agricuhural Development Bank （ADB） is necessary facility to its exter- nal business, client service and staffs. In order to enhance the management of infrastructure construction for the branches, the head office of ADB is pursuing POINT TO POINT system of designation to another place for managing in- frastructure construction, ensuring the quality of engineering, progress of engineering, project investment and build- ing area of construction project will be finished. This article tries to discuss the practice of the system and some mea, sures.
