The cultural system reform of China has deeply changed the environment for libraries of newspaper organizations, which are now facing severe survival crisis. Libraries of newspaper organizations are required to make transition to set up relevant operation man- agement mechanism for the new system and to enhance the effectiveness and competitiveness of their services.
