摘要
应急响应资源计划是根据灾难信息和物料清单来计算应急响应资源相关需求的一组技术,该技术对降低灾难损失有着重要影响。然而,目前主要的应急信息系统几乎都缺少对这组技术的支持。为了改变这种状况,借鉴MRP-Ⅱ管理方法,采用线性加权算法求解物料需求多目标优化问题,提出了一种快速应急响应资源计划。实验验证了该计划系统预期功能及快速制定应急响应资源计划的能力,可为应急救援提供新的支持。目前,该计划已嵌入到开源应急信息平台Sahana Eden中,完成应急资源需求预测和优化等功能。
Emergency resource planning is a set of techniques of computing the relevant relief resource demands according to and the bill of relief materials. A timely emergency resource planning has a direct effect on reducing disaster losses. However, few existing emergency information systems provide inherent support of quick resource planning. This paper proposed a resource planning for quick emergency response by introducing resource planning method from MRP-Ⅱ and applying linear weighted algorithm for optimization. Simulation experiments show that the enhanced platform works well and can be applied for quick relief purposes. This planning was embedded as a function module into Sahana Eden, an open source humanitarian platform, enriching it with the capabilities of forecasting and optimizing of relief resource demands.
