甘肃农业循环经济发展水平的综合评价

The Comprehensive Evaluation of Agricultural Circular Economy Development Level in Gansu Province

基于对农业循环经济内涵的理解,以减量化、再利用和再循环或资源化,即3R为行动原则,从农业生产活动过程即物质投入—利用—产出—外部效应方面,兼顾经济、社会和生态效益,并结合甘肃农业发展现状和自然条件,确定4个分类指标、15个单项指标,来构建甘肃农业循环经济发展水平的综合评价指标体系。实证检验发现,一是10年来甘肃农业循环经济发展水平总体呈增长趋势,尤其是农业的产出效率逐年提高,但是同时也看到,近年来农业生产亦产生了外部不经济现象;二是甘肃农业循环经济发展水平还存在明显的区域差异,总体上是河西地区相对较高,而陇东黄土高原地区和"两州两市"地区相对较低,这既有自然资源禀赋差异因素,又有经济社会发展程度差异因素。

Based on the understanding of the connotation of agricultural circular economy, insisting ＂to reduce, reuse, and recycle or resources＂ （3R） as action principle, taking the social, economic, and ecological effect into consideration during the process of agricultural production which is material input-produce-output-external effects, and considering the agricul- tural development current situation and natural conditions, this paper identifies 4 classification indexes and 15 single inde- xes to construct the comprehensive evaluation index system of agricultural circular economy development level in Gansu. Empirical test finds that： firstly, the overall level of Gansu agricultural circular economy development is a growing trend in the last 10 years, especially the agricultural output efficiency has increased annually, but at the same time it can also been seen that agricultural production in recent years has engendered external diseconomies; secondly, there still exists obvious regional differences in agricultural circular economy development level in Gansu, which in general is that Hexi area is rela- tively high, while the Longdong loess plateau area and the ＂two states, two cities＂ area are relatively low. This is because of both natural resource endowment differences and different degree of economic and social development.
