摘要
我国灵活就业群体规模已占新增就业总量70%以上,该群体有工作但不固定,有收入但不稳定。先后四次对我国15个城市的灵活就业群体进行调研后认为,确保我国灵活就业群体个人收入同步增长,应从建立灵活就业群体的工资集体协商制度、构建新型式社区工会、建立雇员平等参股制度、搭建灵活就业群体失业救助平台、构建灵活就业人员失业扶持的慈善基金制度等方面着手。
The group size of flexible employment in our country have accounted for more than 70% of total employment, while they have work but not fixed and have income but not stable. Four separate researches having been done on group of flexible employment in 15 cities of our country state that to ensure the synchronous growth of flexible obtain employment groups, we should construct collective negotiation system on wages of flexible obtain employment groups, construct new community union, set up employee equality participation system and flexible employment unemployment assistance platform, and construct charity fund system of supporting flexible personnel employment.
