摘要
港口是沿海城市的战略依托。然而,由于通常距离城区较远,港口在沿海城市配送系统的构建中一直处于边缘。随着"港城互动"发展理念的实施,港口在沿海城市配送系统中承担的功能正逐渐转变。依据沿海城市配送系统的逻辑构造和动力学运行机理,可以从理论上推导出"港口"应该成为"沿海城市配送系统"的中心,而现实中"港口"也具备了成为"中心"的可能性与必要性,具体表现为港口集疏运体系的建设提供了"成为中心"的硬件基础,港口多个部门的整合提供了"成为中心"的软性经验,港口信息系统的先进提供了"成为中心"的技术保障,港口环境保护的重视提供了"成为中心"的必然要求。
Ports are the strategic supports for the development of coastal cities. However, due to the far distance between ports and main districts of cities, ports have been kept in shadow in the construction of distribution system among coastal cities. Along with the implementation of "interactivity between ports and cities", the functions of cities have undergone gradual changes in the distribution system of coastal cities. Based on the logical construction and operating mechanism of distribution system, we can deduce that ports should be the centers in the distribution system in coastal cities theoretically, and ports possess the feasibility and necessity of being centers in reality, because ports can provide the base, experience and technological supports for such a system.
