摘要
基础教育服务是公共服务的重要组成部分,是社会发展不可缺少的关键环节.基础教育服务供给机制实质上是政府、学校、家长三方主体之间的互动、博弈关系.基于厦门市思明区基础教育的实证分析,总结了其值得借鉴的做法,并发现了尚未解决的问题:公办民办学校教学设施和管理情况差距显著、优质教育资源相对短缺、学校发展失衡等.笔者建议促进校级均衡发展,完善片区化管理制度,建立信息披露和多方参与监督机制以及财政补助机制等,不断提高基础教育服务供给的效率、质量与公平程度.
Basic education service is an important part of the public service, is the indispensable key link of social development. The supply mechanism of basic education service is essentially the interactive relationships among the government, schools and patriarch tripartite main body. The paper carried on the empirical analysis on basic education of Xiamen Siming district, summed up its worth learning practices, and found unresolved issues, such as there are significant gap between the teaching facilities and the management of public and private schools, the relative shortage of high - quality educational resources, school develop- ment imbalances and so on. The author proposed to promote the balanced development of basic education, perfect the district management system, establish information disclosure system and multi -partici- pation oversight mechanism as well as financial assistance mechanism, so as to continuously improve the efficiency, quality and fairness of basic education service.
