特权现象及其防治

特权现象在当代具有多种类型的表现,其特点是易发多发、共谋相护及可防可治,其演化趋势是内涵模糊化、领域扩大化和形式多样化。任何形式的特权现象都是在一定的特权思想作用下的行为表现,特权思想是国内外环境因素综合作用的产物。特权现象可能诱发特权腐败、破坏法治建设、阻滞民主进程,具有严重的社会危害性,能否消灭特权现象事关党和国家的生死存亡;亟需健全和完善立法促廉、教育管理、科学监控及长效运行的"多位一体"防治制度体系以消除特权思想,预防并从根源上消灭特权现象。

Nowadays, privileges have various types of performance. Its characteristics present that is likely to occur frequently, conspired by stakeholders and entirely preventable. It tends to be that the definition of privileges is vague; fields involved are broadened; forms are diversified. Whatever types of privileges, they are all behaviors under the consciousness of privilege, which is formed by domestic and international social environment factors. The phenomenon of privileges may in- duce corruption, destroy the rule of law and hinder the process of democracy, having great harmfulness to public society; whether it can be eFmainated and avoided concerns our party and nation. In order to eliminate and avoid the phenomenon and consciousness of privilege, it is needed to complete and improve systems, which include legal system, educational management system, scientific supervision system and long-term operating system.
