2013版建设工程工程量清单计价规范的改进与分析

Improvement and analysis of code of valuation with bill quantity of construction works of 2013 version

为了使广大工程建设人员能够更加清楚地了解2013版《建设工程工程量清单计价规范》的改进之处,分析了2013版《建设工程工程量清单计价规范》与2008版《建筑工程工程量清单计价规范》在文本结构与内容上的区别、联系及改进,以及对我国工程造价管理的实际意义.总结出2013版规范的专业划分更加精细,可操作性更强,解决了当前工程造价管理中实际存在的问题,并更加与国际接轨.而且,其改进的内容对规范工程招投标和发承包行为,减少工程结算中的争议,明确和主动控制风险等都有积极的意义.

In order to make construction personnel clearly understand the improvements of code of valuation with bill quantity of construction works of 2013 version, this paper analyzes the difference and relation between code of valuation with bill quantity of construction works of 2013 and 2008 version, based on which it analyzes the improvements and the practical significance on construction cost management in our country. The results show that the code of 2013 is more sophisticated in professional division, has stronger operability to solve the problems existing in project cost management, and is more geared to international standards. Moreover, the improved contents in new code are positive to standardize bidding and contracting, reduce dispute in project settlement, as well as define and control the risks initiatively.
