摘要
村级发展互助资金组织的成员既是所有者和管理者,又是客户。针对此类组织内部不同角色之间的多重委托代理关系,需结合其组织目标与客观环境的特殊性在组织治理方面做出相应设计。通过建立一个贯穿治理问题、治理结构与治理机制的分析框架,比较分析了仪陇、霍山两种互助资金组织的治理模式。研究表明:以民主协商为准则的组织结构、相对清晰界定的产权结构、灵活方便的抵押担保制度以及对贫困群体赠股等制度设计有效缓解了组织内各相关利益主体之间的冲突,但仍存在管理人员激励不足及大户主导等问题。
In the village development mutual aid fund organization, members play the multi-role of shareholder, manager and customer. This paper constructs a framework to connect the governance issues, governance structure and governance mechanism, within which, Yilong and Huoshan cases have been compared. The study found that an organization structure which is based on democratic rules, with clear ownership, flexible and easy mortgage-backed system, and a gift share right for the disadvantaged groups have effectively alleviated the conflicts among interest agents in the organization, however, some problems, such as lack of the incentives, and rich rural households dominance, still exist.
