以“治权改革”创新地方治理模式——2009年以来顺德综合改革的理论分析

“The Reform of Governance Authority” Innovative Model of Local Governance——Theoretical Analysis of the Comprehensive Reform in Shunde since 2009

2009年以来,作为广东省地方政府综合改革的试验区,顺德启动了新一波综合改革。从改革的历史来看,顺德新一波综合改革既是20世纪90年代产权改革的逻辑延续,也是回应顺德经济和社会转型现实需要的产物;就改革的驱动力而言,顺德新一波综合改革的动力机制在于"上下联动、内部激活";在改革的线路上,顺德新一波综合改革从变革治理主体入手逐步扩展到调整治理关系。顺德新一波综合改革创新了地方治理格局,其实质是治权结构的有限重构,其历史定位在于它是"产权改革"与"政权改革"之间的中介,其实践意义不仅在于为顺德实现经济社会转型破除体制性障碍和为广东深化改革提供示范样本,更重要是为中国探索了一条从"产权(经济)改革""治权改革"再到"政权(政治)改革"的改革路线。

Shunde, the pilot area of local government comprehensive reform in Guangdong Province,has launched a new wave of comprehensive reform since 2009.From a historical point of view,the new wave of comprehensive reform is not only a logical continuation of the property rights reform of Shunde in the 1990 s,but also a coping measure for the practical needs of the economic and social transformation in Shunde. As for the driving force of the reform,the dynamic mechanism of the new wave of comprehensive reform in Shunde is the 'vertical linkage,internal activation '. In terms of the reform route,the new wave of comprehensive reform in Shunde starts with transforming the governance subject and then extends to adjusting governance relations gradually. The new wave of comprehensive reform in Shunde leads to the structural innovation of local governance, which is in fact a limited reconstruction of the governance structure. Its historical position is an intermediary between 'the property rights reform ' and 'the regime reform '. Its practical significance lies not only in removing institutional barriers for the economic and social transformation in Shunde,but also in serving as an example of the deepening reform in Guangdong. More importantly,the new wave of comprehensive reform in Shunde explores a reform route which starts from the property rights( economical) reform to the governance authority reform and finally to the regime( political) reform.
