摘要
群租现象是城市住房供求关系不平衡的表现,其产生的原因是多方面的,不仅给社会治安稳定带来了隐患,也给社会管理创新带来了挑战。近几年,群租房的治理一直面临情感、监管、执法等方面的困境,我们要从创新社会管理理念、管理机制、管理主体、管理方法的角度,采取"管、治、建"等综合措施,发挥政府部门、社会组织、自治组织的协同作用,构建群租房治理新格局,最大限度满足人民群众的期待,发挥社会管理维护社会和谐稳定的作用。
With many reasons, the group-oriented leasing embodies the imbalance between supply and demand in city' s housing, poses a potential threat to social order and stability and brings the public administrative innovation a challenge. In recent years, the management of the group-oriented leasing has been facing some problems in emotion, regulation, law enforcement and so on. From the angle of innovating social management's idea, mechanism, subject and method, we should take comprehensive measures, strengthen the cooperative role of government departments, social organizations and NG0s, create a new situation in managing the group-oriented leasing, try in every way to satisfy the needs of the people for housing and exert the role of the public administrative innovation in maintaining social harmony and stability.
