基于需求管理视角的闲散青少年帮扶研究

On the Aid of Idleness Juveniles from the Perspective of Requirement Management

以北京市海淀区为例进行的定量研究结果显示,帮扶对象缺乏足够的意愿将对帮扶项目产生的兴趣转化为参与帮扶活动的行为,帮扶对象的有效需求不足与帮扶主体的有效供给不足共同作用,是导致这一情况发生的根本原因。要解决帮扶项目覆盖率低下的问题,必须在帮扶活动中刺激有效需求并扩大有效供给,提高帮扶对象的成本收益比。

In order to improving further the working mechanisms of preventing juvenile delinquency, the central committee for comprehensive management of public security separated juvenile group into 5 different categories and selected several cities as a pilot project in 2010. Previous studies generally focused on main problems of aid works from the aid providers, which can＇t find the right way. The findings of the quantitative research on Haidian district show that the target group lack of motivation to transfer their interests into acts. Both insufficient effective demand of target of aid and insufficient effective supply of aid providers caused this certain situation. It is necessary to stimulate effective demand, enlarge effective supply and enhance the benefit-cost ratio of the target of aid for solving the problem of low project coverage and improving the aid work.
