民企发展中的生态环境协同与实现路径

On Approaches for the Collaborative Development Between Private Enterprises and Ecological Environment

民企在追求自身发展利益的同时往往存在蚕食社会公共利益的行为,民企利益与社会利益存在冲突。民营企业发展的利益范式更多的是忽略环境成本基础上的利益寻租,而以公共环境为代表的公共利益具有弱化特征。这就需要从理论上探究民企的生态理念逻辑建构空间,在民企经济利益与生态保护之间寻找到均衡点,而重点就在于实现民企生产活动源生的外部性问题内在化处理。另外,对于民企与公共利益协调下的生态理念的形成,应该寻求规制框架下的生态文化理念实现路径,强调在产权约束下的生态治理、生态评价考核的常态化、法制化轨道下的生态理念塑造以及培育民企的生态文化教养。

In the pursuit of their own development interests, private enterprises have often encroached on the social and public interests. The enterprises＇ interests and social interests are in conflict. The private enterprises intend to ignore the environmental cost while public interest is weakened. Under this situation, theoretical study of approaches for the collaborative development between private enterprises and ecological environment is of importance. The vital part is to internalize the externalities of the production activities of the private enterprises. In addition, the formation of the ecological concept with the collaboration between the private enterprises and the public interest depends on what approaches are to be adopted within the framework of regulations. This paper suggested that we should put an emphasis on the ecological management, ecological evaluation on a regular basis, the formation of the ecological concept and the ecological culture education for the private enterprise.
