国家信息安全技术标准《等级保护基本要求》用于指导不同安全保护等级信息系统的安全建设和监督管理,政府门户网站的安全构建也需要以此为基础。文章主要从安全建设实际需求和基本要求的技术部分展开,通过对比和过程方法[1],逐项进行分析、汇总和归纳,得出在基本要求的基础上需要改进和增加的内容,从而用于更好地指导和监管政府门户网站的安全建设工作。

The National Information Security Technical Standard ＂Baseline for Classified Protection＂ guides security construction, supervision and management of the different security level of information system. The government portal Web security building also complies with it. This paper mainly expounds the technology from the actual and the basic requirements of security construction .With the methods of compare and process, by analying, summaring and synthesizing, this paper gives the content improved and added on the base of the baseline for classified protection, thus guidancing and supervising the security construction work of the ~overnment portal Web for better.
