“三区联动”上海杨浦模式与宁波镇海模式比较研究

A Comparative Study on 3-Zone Interaction Program:Yangpu Pattern vs.Zhenhai Pattern

上海杨浦模式与宁波镇海模式是当前我国"三区联动"的两大发展类型。上海杨浦模式是由多所高校和多个科技园区集聚而发展形成的,其典型特征是制度合作;宁波镇海模式是由地方政府和多所高校共建一个国家级大学科技园而发展形成的,其典型特征是政府主导。上海杨浦模式的发展对于宁波镇海模式的发展启示是强化线性机制和属地化发展。

The 3-Zone Interaction program of China, at present, mainly consists of two patterns ： one is represented in Yang pu District of Shanghai,and the other in Zhenhai District of Ningbo. The former is based on the cooperation of higher edu cation institutions and science parks,typically characterized by system cooperation,while the latter on a state-level univer sity science park co-built by local government and higher education institutions, mainly featured by government＇s domi nance. In the paper, the author argues that what the former offers for the latter as an inspiration is the strengthening of lin ear mechanism and localized development.
