资源型城市转型的路径分析——以安徽(淮南)“现代煤化工产业园”为例

The Analysis on the Transition Paths for Resource-based Cities:Taking "Modern Coal Chemical Industrial Park" in Huainan city as a example

资源型城市的转型关键是培育接续产业,以逐步减少城市发展对资源的依赖,避免"矿竭城衰"以实现可持续发展。淮南是国家六个"亿吨级"煤电基地之一,正在尝试培养煤电之外的接续产业发展。以安徽(淮南)"现代煤化工产业园"建设为例,分析资源型城市不同转型模式的特点,得出资源型城市转型的基本思路:两步转型模式是发展中国家资源型城市转型的最优路径。

The key for resource-based citiy transformation is to develop alternative industries in order to reduce the dependence on the resources of urban development, avoid ＂ city decline while mine exhausted＂, and achieve sus- tainable development. Huainan City is one of the six ＂ hundred million tons＂ coal-electricity base in China, it is at- tempted to develop the alternative industry besides coal and electricity. Taking ＂ modern coal chemical industrial park＂ in Huainan city as a example, the paper analyzes the transformation path characteristics of the resource-based cities, and draws the basic ideas of the resource-based cities. A two-step transformation mode is the most optimal path of resource-based cities in developing countries.
