摘要
"管、办、评"相分离的学校委托管理既是区域教育均衡发展的一项制度创新,也是当下城乡教育一体化的实践模式。探索薄弱学校委托管理,是基于委托管理制度的本质和薄弱学校发展的资源境遇而做出的合理选择。其价值在于促进公共教育资源配置的优化与调整、实现人力资源的开发与整合、促进管理制度的生成与创新。薄弱学校委托管理的价值呈现与过程深化,需要着力于实现学校内部社会资本的集聚内生、加强学校外部社会资本的拓展外生,以及促进学校内外部社会资本的互动融合。
School delegated administration marked by the separation of "management,running,evaluation" is not only a institutional innovation of equilibrium development of education, but also a practical model of current integration of urban and rural education . Exploring delegated administration of weak schools is a rational selection which be based on both the essence of delegated administration and resources situation of weak schools development. Whose value is that promoting the optimization and adjust of public educational resources disposed, achieving development and integration of school human resources, promoting generation and innovation of administrational institutions. In order to present the whole values as well as achieving the process of deepening gradually, delegated administration of weak schools need try their best to achieve the accumulation and inner growth of school inner social capital, strengthening the expansion and outer growth of school outer social capital, promoting the interflow and combination of school inner and outer social capital.
