地方医院是我军未来作战卫勤保障重要的有生力量和资源储备,但从平时到战时的转换,即平转战,却是一个关联环节和影响因素众多的过程。因此,科学描述和阐释地方医院平转战的概念,研究其特点规律和转换机制,分析其转换流程,构建流程模型,为提高地方医院平转战的快速响应能力与组织管理能力,从而最终提高部队战斗力生成奠定坚实的理论基础。

Local hospitals are important support forces and resource reserves for future military medical service. Local hospi- tal mobilization,which means the transition from peace time to war time,is a vital and influential process. It is very important to illustrate the concept of local hospital mobilization, study its characteristic and transition mechanism, analyze its transition procos- ses,and develop its procedural model, which is helpful to improve the effectiveness and management of local hospital mobiliza- tion, and strengthen the army.
