我们清楚地知道由来已久的环境问题的产生因素是很多的。要解决环境问题就必须采取多种不同的手段,有针对性地做出处理。政府可以采用行政、法律、经济、科技等方面的手段,加强环境管理,制定公共政策,充分发挥重要的职能作用,改变或控制众多的集体行为,处理好公共政策与环境问题的关系,以实现生态环境的改善。

We know clearly the age-old environmental problems are many. It must take a variety of different means to solve environmental problems, specifically to deal with it. Governments can adopt administrative, legal, economic, scientific and technological means, to strengthen environmental management, public policy development, give full play to function of important, change or control a multitude of collective behavior, dealing with the relationship between public policy and the environment in order to achieve the improvement of the ecological environment.
