区域高等教育非均衡发展的形成机制及其检视:一个“国家行动”的解释框架

The Formation Mechanism of the Disequilibrium Development of Regional Higher Education and Its Rethink: an Explanation Based on National Action

区域高等教育的非均衡发展所展示的不仅是静态意义上的"社会事实",更是一个历史生成的动态过程。在既定的社会脉络下,我国区域高等教育非均衡发展的形成机制带有鲜明的"国家行动"的特征"。国家行动"蕴含着双重高等教育治理逻辑:一方面它囊括了"政府管理模式"中的行政力量;另一方面它也带有政党政治的色彩。由这样的"国家行动"延伸出的非均衡发展的机制,就不可避免的构造出了区域高等教育非均衡发展中的"差序格局"。然而,形塑这一格局的机制本身并不是无可置疑的,它在程序的正当性上、分权式改革方面、市场机制的引入以及高等教育管理模式上都存在问题。对此,应该弱化"国家行动"的力量,进一步优化分权式改革,建立区域高等教育公平竞争的合理机制。

The disequilibrium development of regional higher education shows that it is not only a static social fact, but also a dynamic formation process of history. In a given social context, the formation mechanism of China＇s regional disequilibrium development of higher education is closely related to national action, which contains a double logic of Higher Education Governance： on one hand, it encompasses administrative power of the government management model; on the other hand, it is also a characteristic of party politics. The differential mode of association of regional higher education is being constructed by the disequilibrium development mechanism with the characteristic of national action. However, it is necessary for us to reflect on the issues of the mechanism of the disequilibrium development of regional higher education from four aspects： the legitimacy of the procedure, decentralization reform, problems existing in market mechanism as well as the higher education management model. Accordingly, we should weaken the power of national action, further optimize the Decentralization Reform, and establish the fair and reasonable competition mechanism of regional higher education.
