区域高职教育发展的政府责任

Governments' Responsibilities and Their Fulfillment in Developing Regional Higher Vocational Education

高等职业教育具有公益性与区域性的特征,政府必须承担起维护区域高职教育质量的公共责任。区域高职教育发展的政府责任主要体现在体制层面、制度层面、机制层面与行动方式上的整体推进。面对我国产业结构调整与产业转型升级,政府要以促进劳动力资源再配置为责任目标,以有效供给政策与制度为责任突破,主导经济、科技、教育联动发展,推动校所企协同合作,从而提升区域高职教育的整体质量与水平。

Higher vocational education is innately for public welfare and with regionality. Therefore, governments should fulfill their public responsibilities to guarantee the quality of the vocational education. Governments＇ responsibilities are mainly manifested in the promoting system, institution, mechanism and operation mode in a comprehensive way. Faced with the national industry restructuring, transformation and update, the regional governments should, with spurring the reallocation of labor resources as the target and building effective supply policies and system as the breakthrough, play a leading role in the integrated development of economy, technology and education, specifically, in facilitating the cooperation among enterprise, institute and higher vocational college, to guarantee the overall quality of the regional higher vocational education.
