基于经济法视角的物价干预机制研究

价格干预是国家部门对市场行为进行规范、制约的一个过程。在以市场为主导的经济条件下,价格干预存在主体之间关联度高,运作机理复杂等问题,干预主体需要对各种制约措施和反馈信息进行辨别、整合,否则就会使得物价干预适得其反。因此,对于价格干预机制的设计和运作就显得十分重要。本文从经济法的视角对物价干预机制进行了研究,并在完善法律法规、促进价格利益相关方平衡收益与风险、责任和义务的对等、完善现有价格听证会流程等方面提出了相关建议。

Price interference is a process of government＇ s regulating and controlling the market. In the market economy with market as the first leading factor, the bodies involved in the price interference are usually closely related. The operating mechanism is quite complicated. The main body of interference needs to discriminate and arrange all the measures and feedback informa- tion. Otherwise the opposite effect will be produced. Therefore, it is very important to design and operate the price interfer- ence mechanics. The price interference mechanism is studied in this essay from the perspective of economics. Some sugges- tions about improving laws and regulations, helping balancing all sides of interest, risks, duties and obligations, and im- proving the price hearing procedures are proposed.
